 Ms. Avril Halstead    

 

Avril holds an MBA, MA in Advanced Organisational Consulting and B.Comm Honours. She is a Chief Director with the National Treasury where she is responsible for oversight over State Owned Enterprises. In this position she has led the design and implementation of financial structures for recapitalising state owned enterprises, including Eskom, SAA and Denel.

She was instrumental in the unbundling and listing of Vodacom. Prior to joining the National Treasury, she served as a consultant at McKinsey and Company, the Nelson Mandela Foundation, and Kerzner International, after having worked at Old Mutual as the Project Manager responsible for developing the concept for a BEE Investment Vehicle and at Wipcapital as a Financial Risk Management Advisor.

Work Experience
National Treasury (Chief Director – Sectoral Oversight): Mar 2007 – current
· Led the design and implementation of financial structures for recapitalising Eskom, SAA and several other state owned enterprises.
· Worked on the unbundling and listing of Vodacom.
· Reviewed and monitored the financial performance of the 20 largest state owned entities in South Africa in order to determine the credit risk posed to government.


Nelson Mandela Foundation (Consultant): Dec 2006 – Feb 2007
· Led the development of combined fund raising strategy for the Nelson Mandela
Foundation, Nelson Mandela Children’s Fund and Mandela Rhodes Foundation to build an endowment fund to sustain the organisations.


McKinsey & Company (Associate): Sept 2005 – current

· Recommended a strategy for a South African retailer wanting to expand into Africa.
· Contributed to developing a blue-print for restructuring a leading South African  petrochemical company to enable international expansion.
· Designed and co-ordinated a capability building programme for a parastatal organisation
including both operational and interpersonal skills training.
· Developed an approach to diagnosing issues and implementing diversity interventions in
large corporates.


Kerzner International (Consultant): Sept 2004 – 2005
· Developed project finance models for local and international hotel developments.


Old Mutual (Project Manager for development of BEE Investment Vehicle): Jan 2003 – Dec 2003
· Co-ordinated a project to develop a financial vehicle to pool black policy holder capital for investment in BEE equity transactions.


Wipcapital (Corporate Financial Risk Management Advisor): Jan 2000 – Dec 2002
· Evaluated financial structures used for BEE deals for the BEE Commission report.
· Sold, structured and priced fixed income risk management hedges primarily for life
assurance companies, asset managers and pension funds. Major transaction was a R8
billion hedge for Transnet Pension Fund.
· Collaboratively developed a strategic financial risk management framework for Metropolitan Life and Momentum Life.
· Drew up a design for Transnet Treasury to facilitate the offering of treasury services on an arms length, commercial basis to subsidiaries.
